When planning to acquire a villa, apartment, or land in Goa, it is critical to budget for government transaction taxes. These fees represent the single largest cash outlay after the actual property price.

Progressive Slabs for Stamp Duty and Registration in Goa

Goa implements a tiered tax structure based on the agreement value or the circle value (whichever is higher). Below are indicative Goa stamp duty and registration fee ranges, last reviewed June 2026. Rates can change by official notification and must be verified with the Goa Registration Department or a qualified professional before execution:

Property Value Bracket Stamp Duty Rate Registration Fee Rate Total Transaction Tax
Up to ₹50,00,000 (50L) 3.5% 2.0% 5.5%
₹50,00,001 to ₹75,00,000 (75L) 4.0% 2.5% 6.5%
₹75,00,001 to ₹1,00,00,000 (1 Cr) 4.5% 3.0% 7.5%
₹1,00,00,001 to ₹5,00,00,000 (5 Cr) 5.0% 3.5% 8.5%
Above ₹5,00,00,000 (Above 5 Cr) 6.0% 3.5% 9.5%

Calculating Total Transaction Costs: An Example

If you are acquiring a luxury villa in Assagao valued at ₹8 Crore, the calculation is structured as follows:

  • Stamp Duty (6% of ₹8 Cr): ₹48,00,000
  • Registration Fee (3.5% of ₹8 Cr): ₹28,00,000
  • Total Government Fees: ₹76,00,000

Note: If you use a traditional broker commonly quoting a 2% buyer commission, you will owe an additional ₹16,00,000. Under standard mandate terms, the Silver Sands flat 1%* buyer commission is ₹8,00,000, retaining ₹8,00,000 in transaction value.

Important TDS Clauses Under Section 194-IA and Section 195

For any property purchase above ₹50 Lakhs in India, the buyer is legally obligated to withhold tax at source before paying the seller:

  1. Resident Sellers (Section 194-IA): Typically deduct 1% (subject to current tax laws) of the sale consideration and deposit it with the Income Tax Department using Form 26QB.
  2. Non-Resident Sellers (Section 195): If the seller is an NRI, the buyer may be required to deduct TDS at the prevailing rate under the Income Tax Act, which varies based on the type of capital gain (long-term vs. short-term) and applicable surcharges. We recommend seeking professional tax advice to establish the exact withholding rate. The seller can apply for a Lower Deduction Certificate (Form 197) to reduce this withholding rate, which we recommend coordinating before executing the Sale Deed.

Further questions.

Are there registration fee concessions for women in Goa?

Unlike some Indian states that offer concessions, the progressive stamp duty and registration fee slabs in Goa generally apply equally across standard residential purchases. Buyers should verify if any specific notifications are active with the Goa Registration Department prior to execution.

How is the stamp duty calculated: market rate or circle rate?

Stamp duty is calculated on whichever value is higher: the actual transaction price declared in the Sale Deed or the government-declared circle rate (Statutory Minimum Value).

How is the TDS paid to the government?

Where applicable, the buyer may be required to deduct TDS from the sale consideration, subject to current law, threshold, stamp-duty value rules, exemptions, and CA advice, depositing it online using Form 26QB within the statutory timeline.
